[Help] Quest Guard dont give a quest

Hello guys when i do upgrade with darksteam 97d+99i files to 35 my Quest Guard talking something about Blood Castle and he dont give a quests

Yes idk what can i do maybe i change his position or smt ?

Or maybe problem is Quest npc have same number 249 like buff npc ?

Or Maybe i must turn on him some how idk ?
