Can someone help me with this please.. Can anyone create +14/+15 items on this server (chaos machine)? or not? I tried but it's not working and I'm nto sure if I'm using wrong client/config.

Visual bugs is bcoz of your client, try using different clients/main and it will be fixed..

if the server supports +15, then why stick to the old +13 ;-) This is what people want, new upgrades, new items..etc

It's not a visual bug. :
Items are not added in Item.bmd (client side).
