Hello,
Please be sure if you have necessary Microsoft .net versions and c++ redistributable packages are installed in your computer. All mu launchers don't work because of them. And be sure your antivirus didn't delete any file from game client.

Off-level doesn't need any command in our server. When you are disconnected or exit from game, server will level up your character next 24 hours.
 
Quests are enabled in the server. You can click any NPC guard for quest and use /questinfo command.
