[Help] Dragons spawn

Someone have a solution how can this dragon spawn here ? Because after i kill him he don`t respawn till i restart monsters.I modify time spawn in Monsters.txt but same problem..
I see there is a safe zone..but he must respawn i think...
Must modify map with one program or ?

What serverfiles do you use? And maybe redo .att file for world3?
Can you share the data for red dragon event?

Make sure you are editing the correct value for respawn time.. it should work. Also you can try adding different mob there (Yeti or Worm) and see if they respawn

Nothing spawn there...maybe must change map ...idk
