Did you make sure you have all the requirements installed before you run the launcher? Below are the requirements as they are written in the "Downloads" page:

"The game requires Net Framework 4 & Microsoft C++ RP.
For Windows XP, Windows Imaging Component is also required.

Make sure your antivirus is not blocking any of the game files.
All of the game files are safe and fully checked by the Blacksmith Mu staff.

In some cases, the UAC (User Account Control) protected paths may
cause malfunction to the game. Avoid to save Blacksmith Mu in UAC
protected directories.

Do not change anything in the game's folder to avoid malfunction."
